Chief DR. Richard Rosell (RET.)

Founding Partner and Chief Research Officer

Dr. Richard Rosell is a distinguished law enforcement executive, public safety strategist, and educator with over 40 years of service to his country and community. He is also the co-owner and co-publisher of Professional Investigator Magazine, Unsolved Magazine, and Professional Investigator Gear, platforms that serve as national resources for investigative professionals and public safety personnel.

Dr. Rosell retired at the rank of Captain after a remarkable 27-year career with the New Jersey State Police, where he served in numerous leadership and specialized roles. His experience spans road patrol, undercover narcotics, internal affairs, SWAT supervision, major drug interdiction, and command-level policy advising. He is a certified Drug Recognition Expert (DRE) and was frequently called upon as a subject matter expert for promotional testing and large-scale drug seizure prosecutions. Notably, in 2005, Dr. Rosell commanded a 140+ officer multi-agency task force in post-Katrina New Orleans, assisting in disaster recovery operations.

Following his state police career, Dr. Rosell was appointed Director of Public Safety for both Springfield Township and the Town of Dover, where he was tasked with rebuilding and modernizing police and fire departments. He later served as Chief of Police and Public Safety Director for Indian River Shores, Florida, where he led the agency until his retirement in 2023.

Military Service

Dr. Rosell served with distinction in the United States Marine Corps Reserve, the New Jersey Army National Guard, and the U.S. Army Reserve, completing 32 years of honorable service before retiring in 2019. He also served as an Army Officer Candidate School (OCS) Instructor, Infantry Tactics Instructor, and Advanced Antiterrorism Specialist, among other roles.
